This may happen because the admin user might not have given access to all the areas of QuickBooks.
Follow the following steps to give user access to all the areas of QuickBooks or you can also give user access to selected areas of QuickBooks.
Step 1: In your QuickBooks, go to "Company >> Setup users and password >> Setup Users..", as shown in the picture below :
Step 2: On the "User List" screen, select the user, whose access permission you want to edit and click on "Edit User", as highlighted in the picture below :
Step 3: Click on "Next".
Step 4: Here in the below shown screen, select any one option and click on "Next".
